Westminster Council considers implementing a selective license scheme

Westminster City Council has launched a public consultation on a selective licensing scheme to improve the quality and management of privately rented homes in 15 wards across the borough. The aim is to tackle issues like poor housing conditions and antisocial behaviour in the private rented sector (PRS).
The proposed scheme would require all privately rented properties to be licensed, not just Houses in Multiple Occupation (HMOs), which have already needed additional licences since 2021. Councillor Matt Noble, Cabinet Member for Regeneration and Renters, stressed the council’s commitment to making sure all privately rented homes are safe and legally compliant. He recognised that while many landlords provide high-quality homes, some properties are unsafe or poorly managed, causing problems for tenants and local communities. The council wants to gather a wide range of views before making a final decision. If approved, the scheme could begin in spring 2026.
